Amar is an unemployed youth living in a slum. He is very popular and Shankar Narayan of the Garibon Ki Party wants to enlist him in his party. Amar asks for a police inspector’s job instead. Shankar Narayan sees to it that Amar is made a police inspector. Amar and Asha, daughter of Seetara, member of the Garibon Ki Party, fall in love with each other and despite Seetaram’s initial objections, they are married with his blessings. Seetaram has a box of smuggled goods handed over to an international crook by Amar. Amar is caught by the police but manages to get off the hook. He stands for election and becomes the Chief Minister and is asked to take smugglers into his cabinat. He shoots them all and surrenders to the police.
